NEW LAWS AT CASINOS FOR POST-RESULT BET WITHDRAWALS, RECORDING OF GAMES

Gamblers at Singapore’s two casinos must abide by new laws regarding the withdrawal of bets after results have been announced, and the recording of games on the premises. With the passing of the Casino Control (Amendment) Bill on Sept 10, it will also be a crime for people to breach family visit limits when the changes take effect.

CASINO CONTROL (AMENDMENT) BILL PASSED TO ENSURE CASINOS ARE FREE FROM CRIME AND REDUCE GAMBLING HARM

Singapore has maintained a low level of casino-related crime. The Casino Control Act has been amended to further ensure that casinos are free from crime, maintain the integrity of casino operators, and reduce the harms of gambling. The Casino Control (Amendment) Bill passed its third reading on Tuesday (10 September). Minister of State for Home Affairs and Social and Family Development, Sun Xueling, noted that as gambling-related technology becomes increasingly diverse, Singapore must ensure that relevant regulations keep pace to meet future needs.

JAIL, FINE FOR VISIT LIMIT BREACHES AT CASINOS UNDER LAW CHANGE

Anyone visiting the casino more times than allowed by his family can be jailed for up to a year, or fined up to $10,000 under a proposed new offence. Family visit limits are made by family members to limit the number of visits to a casino a person makes. It is currently not illegal for someone to breach these limits, but this could change with the proposed amended law.

CASINO REGULATIONS TO BE TIGHTENED WITH MORE ACTIONS DEEMED ILLEGAL

While casino-related crimes remain low, the Ministry of Home Affairs has observed new forms of gambling emerging worldwide. To ensure that regulations keep pace with the times and meet future needs, the authorities plan to tighten and further enhance casino control measures, while strengthening protections for vulnerable groups.

ENHANCED LAWS TO BETTER TACKLE MONEY LAUNDERING PROPOSED

To better tackle money laundering offences here, enhanced laws have been proposed to allow government agencies to share data like tax returns and business information with one another. This would enable the authorities to investigate such cases much faster. The Anti-Money Laundering and Other Matters Bill was read for the first time in Parliament on July 2.

BILL TO TACKLE MONEY LAUNDERING, RECOVERY OF ASSETS INTRODUCED

Singapore has introduced a Bill to give more teeth to law enforcement agencies to prosecute money laundering suspects and to deal with properties linked to suspected criminal activities. Tabled in Parliament on Tuesday (Jul 2), the proposed changes pave the way for certain seized assets to be sold, to reduce the cost of maintaining them.

FIRST BATCH OF COMMUNITY ORGANISATIONS RECEIVE LICENCES TO ALLOW MEMBERS TO GAMBLE WITHIN THEIR PREMISES

Many local associations and clubs in Singapore allow their members to play gambling games such as mahjong and “See Sek” (Four Colour Cards) within their premises. Following the implementation of the new Gambling Control Act in 2022, these organisations must comply with guidelines and obtain a licence before allowing its members to participate in gambling games involving money. In June 2024, the Gambling Regulatory Authority issued the first batch of licences to four organisations, each valid for three years.
